In a recent South Kesteven District Council public report (Nov 2025) it stated there are 52 HMOs being used by Serco across the district currently - there are other providers who also are using HMOs for government contracts.
What is a HMO?
A House in Multiple Occupation (HMO) is a residential property shared by three or more people who are not from a single household but share communal facilities such as a kitchen, bathroom, or toilet. HMOs historically have been commonly used for student accommodation, young professionals, or key workers. However the Labour government have a clear policy to use HMOs for asylum seeker accommodation and out of hotels.
- In South Kesteven HMOs above 5 Occupants need to be licenced
- HMOs less than 5 Occupants do not need to be licenced
Conversion of small properties into HMOs can be done without planning permission (C3 to C4) - this is known as "permitted development". There is no need to notify neighbours or the community for any conversions.
