In a recent South Kesteven District Council public report (Nov 2025) it stated there are 52 HMOs being used by Serco across the district currently - there are other providers who also are using HMOs for government contracts.

What is a HMO?

A House in Multiple Occupation (HMO) is a residential property shared by three or more people who are not from a single household but share communal facilities such as a kitchen, bathroom, or toilet. HMOs are commonly used for student accommodation, young professionals, or key workers.

Conversion of small properties into HMOs can be done without planning permission - this is known as permissive development. There is no need to notify neighbours or the community for any conversions that are less than 6 occupants.
